Organization Chart

The Office of homeland security attaché represents, at the heart of the Embassy of France, the Ministry of the Interior (Police Nationale, Defence and Civil Security) as well as the Gendarmerie Nationale, military force stemming from the Ministry of Defence. This post was created in Ottawa in September of 2001.

The Office of homeland security is led either by a senior officer of the Gendarmerie Nationale, or a by a police superintendent. He locally manages the delegation of the Service de Coopération Technique Internationale de Police (SCTIP). He can be seconded by a Deputy Attaché of Homeland Security or by an assistant.

He is mainly involved in:

defining and proposing programs of co-operation that deal with homeland security
presenting and explaining the policy of French homeland security
fostering exchanges of operational intelligence
helping promote French industry in the domain of security equipment
participating in the assistance to the resident French community
offering a logistic support to the civil servants of the Ministries of the Interior, of Justice, and to the militaries of the Gendarmerie Nationale.

In Canada, the Office of homeland Security maintains a strong partnership with the Royal Canadian Mounted Police, as well as with the Sûreté du Québec. On the operational scale, he follows the questions linked to trans-national criminality, and in a more technical domain, it develops the exchanges of trainees, and the know-how between the Gendarmerie Nationale and the Police Nationale on the one hand, and the Canadian police forces on the other.
